What if I don't pass the boat-ed.com final exam?

I'm almost done taking my watercraft operators permit test on boat-ed.com. I know that if you don't pass a unit quiz then you have to retake the entire unit. If you don't pass the final exam do you have to retake the entire 7 units?? thanks for your responses!
