Are you being charged when you phone a NHS hospital, from the point when the operator answers and says she is?

putting you through to the dept you ask for, and you are left waiting for another 10 mins before giving up and hanging up. Or is it free, same as a unanswered call, despite the fact that the operator answered at one point?
