I recieve a call from russia and the number is 0822213614xx?

I recieve a call from russia and the number is 0822213614xx. my question is it is possible that I can call back this number? I don't know if its a cell number or a phone number. If yes. What is the format? I try to call the number but it the operator says " It may be reach through text messages"..Anybody could help?
